CONFIRMATION OF STATUS OF CITIZENSHIP
EXPLANATORY STATEMENT
(a) Born in the Country and Outside the Federation
Part I, Article 14(1)(a), Federal Constitution.
- Citizenship by operation of law for person born before Malaysia Day (16 September 1963).
Part 2, Article 14(1)(b), Federal Constitution.
- Citizenship by operation of law for person born on or after Malaysia Day (16 September 1963).
- The applicant and subject (person to be registered) should appear before the Registrar of Citizenship/Assistant Registrar of Citizenship when submitting the application.
- The applicant is the :
- Father or mother
- Guardian or immediate relative.
- The subject.
- Complete Form E and attach copies of the supporting documents.
APPLICATION PROCEDURES
The applicant is required to be present at the Counter of the NRD Headquarters in Putrajaya or State NRD Headquarters or NRD Branch and bringing along the original as well as copies of the following documents.
SUPPORTING DOCUMENTS
- Birth Certificate of the person to be registered.
- Translation of the birth certificate in Malay or English (If the child is born outside the country).
- Identity Cards of parents.
- Birth Certificates of parents.
- Citizenship Certificates of parents.
- Marriage Certificate of parents that was registered in the Federation.
- 3 colour photographs of person to be registered (measuring 32 mm x 38 mm).
FEES
- RM 2.00 application fee.
- RM 10.00 for issuance of the Certificate of Confirmation of Status
(b) Born Overseas
Part 2 Article 14(1)(b) Federal Constitution. Citizenship by operation of the law for persons born on or after Malaysia Day (16 September 1963). Section 1(c) Part 2, Second Schedule of the Constitution. A person who was born on or after Malaysia Day outside the Federation whose father at the time of birth was a citizen.
CONDITIONS OF APPLICATION
- The applicant and subject (person to be registered) are required to appear before the Registrar of Citizenship/Assistant Registrar of Citizenship/Consul Officer when submitting the application.
- The applicant is the:
- Father or
- Mother
- Complete Form D and attach copies of the supporting documents.
APPLICATION PROCEDURES
The applicant is required to be present at the Counter of the NRD Headquarters in Putrajaya or State NRD Headquarters or Consul Office Overseas and bringing along the original as well as copies of the following documents.
SUPPORTING DOCUMENTS
- Foreign Birth Certificate of the child.
- Translation of the birth certificate in Malay or English.
- Identity Cards of parents.
- Birth Certificates of parents.
- Citizenship Certificates of parents.
- Marriage Certificate of parents.
- Passports/Travel Documents of child, mother and father.
3 colour photographs of person to be registered (measuring 32 mm x 38 mm).
FEES
- RM 20.00 application fee.
- RM 10.00 for issuance of certificate by Embassy.
- RM 30.00 for issuance of certificate by Registrar of Citizenship with the approval of the Home Affairs Minister.
Note: All copies of the supporting documents should be made on A4 size paper. Payment in the form of postal order in the value of RM10 can be accepted.

WIVES OF CITIZENS
EXPLANATORY STATEMENT
Application by any married woman whose husband is a citizen and the marriage is subsisting.
- that she has resided in the Federation for a period of two years before the date of application, and intends to do so permanently in the Federation; and
- that she is of good character.
CONDITIONS OF APPLICATION
- The applicant and her husband are required to appear before the Registrar of Citizenship/Assistant Registrar of Citizenship when submitting the application.
- Complete Form A and attach copies of the supporting documents.
APPLICATION PROCEDURES
The applicant is required to be present at any counter of the nearest NRD Headquarters, NRD of Miri District, Sarawak or NRD of Tawau District, Sabah and bringing along the original as well as copies of the following documents:

- Identity cards of applicant and husband.
- Marriage certificate (which was registered in the country).
- Certificate of citizenship/Birth certificate of husband.
- Entry permit /Birth certificate of applicant.

(Citizenship Application under Article 15(2) – Children to a Citizen who is under 21 Years)
EXPLANATORY STATEMENT
To register as a citizen of Malaysia any person under the age of twenty-one years, if at least one of the parents is (or was at death) a citizen.
CONDITIONS OF APPLICATION
- The applicant and person to be registered are required to appear before the Registrar of Citizenship/Assistant Registrar of Citizenship when submitting the application.
- The subject should be below the age of 21 years on the date of submission of application.
- One of the parents is a citizen of Malaysia.
- The application should be submitted by the mother or father or guardian.
- Complete Form B and attach the supporting documents.
APPLICATION PROCEDURES
The applicant is required to be present at the Counter of the NRD Headquarters in Putrajaya or State NRD Headquarters or and bringing along the original as well as copies of the following documents:

CITIZENSHIP APPLICATION UNDER ARTICLES 19(1) AND 19(2) – AGED 21 YEARS OR MORE
To obtain certification as a citizen of Malaysia by naturalisation.
CONDITIONS OF APPLICATION
- The applicant is required to appear before the Registrar of Citizenship when submitting the application.
- The applicant should be 21 years old or above on the date of application.
- The applicant has resided in the Federation for aggregate period of not less than 10 years in 12 years including the 12 months immediately preceding the date of application.
- The applicant intends to reside in the Federation permanently.
- The applicant is of good character.
- The applicant has an adequate knowledge of the Malay Language.
- The applicant should be sponsored by two sponsors with citizenship status.
- Complete Form C and attach copies of the supporting documents.
APPLICATION PROCEDURES
The applicant is required to be present at the Counter of the NRD Headquarters in Putrajaya or State NRD Headquarters and bringing along the original as well as photostat copies of the following documents.
- Identity Card of applicant.
- Entry Permit of applicant.
- Passport /travel document of applicant.
- Birth/adoption certificate of applicant (if any).
- Identity Card/birth certificate/citizenship certificate of sponsors.
- 3 colour photographs measuring 32 mm x 38mm of applicant.
- Identity Card of husband/wife, if any.

EXPLANATORY STATEMENT
To register a person below the age of twenty-one years as a citizen of Malaysia under special circumstances.
CONDITIONS OF APPLICATION
- The applicant and subject (person to be registered) are required to appear before the Registrar of Citizenship/Assistant Registrar of Citizenship when submitting the application.
- The subject should be below the age of 21 years on the date of submission of application.
- State reasons for application of citizenship under special circumstances in column F of the application form or attach copy if the column is insufficient.
- Complete Form B and attach copies of the supporting documents.
- Application should be submitted by mother/father or guardian with family connection.

The applicant is required to be present at the Counter of the NRD Headquarters in Putrajaya or State NRD Headquarters and bringing along the original as well as photostat copies of the following documents.

(Citizenship Application under Article 16 – Persons born in the Federation Before Merdeka Day, 31 August 1957)
EXPLANATORY STATEMENT
To register a person aged 18 years or above who was born in the Federation before Merdeka Day as a citizen of Malaysia.
CONDITIONS OF APPLICATION
- The applicant is required to appear before the Registrar of Citizenship/Assistant Registrar of Citizenship when submitting the application.
- The applicant should be born in the Federation before Merdeka Day (excluding Sabah and Sarawak).
- The applicant should be 18 years old or above on the date of application.
- The applicant has resided in the Federation over the previous 7 years and not less than 5 years from and until the date of submission of application.
- The applicant intends to reside in the Federation.
- The applicant is of good character.
- The applicant has a simple knowledge of Malay Language.
- Complete Form A and attach copies of the supporting documents.
APPLICATION PROCEDURES
The applicant is required to be present at the Counter of the NRD Headquarters in Putrajaya or State NRD Headquarters and bringing along the original as well as photostat copies of the following documents.

RENUNCIATION OF CITIZENSHIP
EXPLANATORY STATEMENT
Article 23 of the Constitution
- A citizen of or over the age of twenty-one and of sound mind who is also or is to become a citizen of another country may renounce his Malaysian citizenship.
Article 23(3) of the Constitution
- A woman under the age of twenty-one years who has been married may renounce her Malaysian citizenship.
CONDITIONS OF APPLICATION
- The applicant must be 21 years and above.
- Sound mind.
- Has obtained citizenship status of a foreign country or certification to become a citizen of that country.
- Complete Form K in duplicate and attach copies of the supporting documents.
APPLICATION PROCEDURES
The applicant is required to be present at any NRD counter or Malaysian Consul Office overseas by completing Form K in duplicate (original).
SUPPORTING DOCUMENTS
- Copy of foreign passport.
- Copy of foreign citizenship certificate.
- Copy of letter of confirmation that the applicant has become or will become a citizen of a foreign country.
- Copy of birth certificate or original copy.
- Citizenship certificate, Malaysian passport and identity card.
- 2 passport-size colour photographs of applicant.
- Right and left thumbprints of applicant.
- Form K must be signed and certified before a Magistrate/Justice of the Peace/Advocate and Solicitor/ Notary Public or Commissioner for Oath.

EXTRACT OF THE CITIZENSHIP REGISTER
EXPLANATORY STATEMENT
Section 51 – Citizenship Rules 1964
- Any person wishing to obtain extracts of the Application Forms, Certificates, Notices, Orders, Declarations in the Register provided under Part 3 of the Constitution or under the provisions of the Federation of Malaya Agreement, 1948 can do so by completing a prescribed form.
CONDITIONS OF APPLICATION
- Complete Form N and attach A4 size copies of the supporting documents.
APPLICATION PROCEDURES
Applications are accepted at any citizenship counter at the NRD Headquarters/State NRD or by post by submitting the following information.
SUPPORTING DOCUMENTS
- No. of certificate, matter, place and date issued).
- Identity Card No. of applicant (If name of applicant is stated on the citizenship certificate of parents, please attach birth certificate).
- If the applicant is the children of the certificate holder requested and the parents as the certificate holder have passed away, attach the death certificates of the parents.
- State reasons for application of extract clearly in the application form.
