Registration of Marriage in Malaysia for Non-Muslim Applicants Without Licence Under the Law Reform (Marriage and Divorce) Act 1976 [Act 164]
An Unlicensed Marriage is an application where the applicant is a male or female who is 21 years of age or older. The applicant is Single / Widowed / Widowed. The applicant must voluntarily register the marriage.
- Applicants are required to attend the National Registration Department (NRD) counter or at the Malaysian Representative Office Abroad to submit a marriage registration application.
- Applicants must submit a marriage registration application at the National Registration Department (NRD) counter in accordance with the district based on the address recorded in the MyKad.
- Ensure that the applicant has obtained a Confirmation of Marital Status letter for use within the country for the purpose of marriage between a Malaysian citizen spouse and a non-Malaysian citizen spouse (Overseas Single Certificate Revision Decision) from the Putrajaya Headquarters NRD or the State Capital NRD before submitting an application for registration of marriage in the district.
- For applicants who submit marriage registration application forms at Malaysian Representative Offices abroad, the application will be sent to the NRD office according to the address district in Mykad to be displayed for 21 days and not exceeding 3 months.
- The marriage solemnization will be performed after the end of 21 days and not later than 6 months from the date the application is received. For applications that have expired 6 months will need to submit the application again.
- The place of application is based on the district of the address recorded in the MyKad while the place of marriage solicitation of the applicant can choose at any desired National Registration Department Office.

Non-Citizen (Passport)
- The applicant must reside for seven (7) days in the marriage district. Applicants may submit a marriage registration application form on the eighth (8th) day at the appropriate NRD office.
- For marriage registration applications where one of the parties or both are foreign nationals, the applicant is required to submit an application at the NRD office only.
- Holdertemporary worker visit pass (Temporary Employment), visa of Wife or Husband to Malaysian Citizens (Visa Spouse) Liked by:Special Pass cannot submit marriage applicationExceptSpecial Pass for the purpose of marriage.
- Foreign nationals holding student passes Song performance obtained a letter of confirmation of pass (Ref. IM.101/HQ-H/1141/2) from the Immigration Department of Malaysia (ORIGINAL and copy).
- Vietnamese citizens are required to obtain a stamp of endorsement from the Vietnamese Embassy in Malaysia for all documents issued by the Vietnamese Government.
- Non-Muslim applicants from Islamic Countries (Iran, Iraq, Egypt, Algeria, Pakistan, Bangladesh, Syria, Uzbekistan, Kazakhstan and other countries) are required to obtain a confirmation letter from their Government that the applicant is non-Muslim. If the country other than above the NRD reserves the right to request any supporting documents before the application can be accepted (if necessary).
Baptism Certificateorganizer / sponsor/ Notary Certificates Apostille / Statutory Declaration IS NOT ACCEPTED. - At the time the marriage registration application is submitted, if the applicant does not understand Bahasa Malaysia or English, it is the applicant’s responsibility to provide interpreting services.
- Translations performed in Malaysian Courts, Malaysian Institute of Translation and Books (ITBM) or certified translators in Malaysia are accepted. Translations made at the Embassy or by certified translators abroad need to be certified by the Embassy and reaffirmed by the Ministry of Foreign Affairs (Wisma Putra).

(For applicants who do not understand Bahasa Malaysia and English, the declaration in Section D in Form NRD.KC02 must be translated into a language understood by a certified interpreter). - One (1) passport-sized color image (blue or white background) .
- ORIGINAL passport and copy of page containing personal information, latest arrival date to Malaysia as well as valid visa / pass.
(Confirmation of Information Record/ Movement in and out of the country from the Immigration Department if there is no information on movement in and out of the country or Malaysian country). - Letter of Confirmation of Marital Status issued by his Government (ORIGINAL and copy):
i)Must be endorsed by the Malaysian representative in the applicant’s country or the embassy of the applicant’s country in Malaysia AND
ii)Reaffirmed by the Ministry of Foreign Affairs (Wisma Putra) in Putrajaya, Kuching or Kota Kinabalu. - organizer / sponsor/ Notary Certificates Apostille / Statutory Declaration of Confirmation of Marital Status IS NOT ACCEPTED.
- Letter of Confirmation of Marital Status of foreign nationals who do not have a validity period will be deemed as valid for 6 months only from the date the letter was issued.
- The applicant’s birth certificate (ORIGINAL and copy).
- resident status of foreignersNigeria who was born before 1988 need to submit National Population Commission (Attestation Of Birth).
- COMFIRMATION LETTERWhere did you come from submitted from the Government or the applicant’s Embassy if the information is incomplete in the birth certificate/ passport / letter confirming the marriage status and NEEDS TO BE VERIFIED by the Ministry of Foreign Affairs (Wisma Putra).
- Letter of Confirmation of Pass for the Purpose of Marriage with Foreign Citizens from the Immigration Department if required.
- Absolute Nisi Decree/Divorce Certificate (ORIGINAL and copy) where applicable.
- Certificate /Death Register of the previous spouse (ORIGINAL and copy) if relevant.
- Overseas Single Certificate (Letter of Authorization) Revision issued from the Putrajaya National Registration Department (NRD) or the State Capital NRD.
- ‘Household Family Registry’issued by the Chinese government should be updated to the latest date.
- NRD reserves the right to request any supporting documents from the applicant before the application can be accepted.
- All documents that are not in Bahasa Malaysia or English need to be translated by a certified translator.
- Translations performed in Malaysian Courts, Malaysian Institute of Translation and Books (ITBM) or certified translators in Malaysia are accepted.
